Winter is the season of water but unlike the other elements (wood, fire, metal) water does not peak in its own season. In winter, water freezes and is relatively useless. It needs fire to help make it useful.
The ice thaws in Spring and water becomes useful in giving life to wood. Therefore, water attains its prime in Spring.

Compatible, but tends to be excessive, strong, turbulent and unmanageable.
Water to Earth
Earth impedes the flow of water, hence generally incompatible, except for a brief period in early Winter when some earth is needed to channel (manage) the copious water flow.
Water to Wood
Compatible, but less so in Autumn when wood declines and is unable to absorb water.
Water to Fire
Contrary to popular notion, fire is not hostile to water. In fact, water needs fire in Winter and early Spring to thaw and become useful. Winter water without fire will be quite useless. Compatible.
Water to Metal
Although metal produces water, uncontrolled production has undesirable effects (floods). Moreover, metal will sink (drown) in the water it produces. Hence incompatible.
